(3/15/01) - Gary Wingrove, a paramedic from Buffalo and president of the Minnesota Rural Health Association, with crash test dummies Vince and Larry - testifying in support of a primary seat belt bill in the Senate Transportation Committee. The committee approved the bill on a voice vote. Under current law, not wearing a seat belt is considered a secondary offense, meaning officers can only cite drivers for not wearing a seat belt if they've already committed another violation.
