Provide ground source heating and cooling
Undertake a project to provide ground source heating and cooling for all homes. This could provide heating and cooling with NO fuel cost, only the electricity cost to operate the heat pump.

Ground source heat pumps can both heat and cool. They use either a well (actually two small wells) or an underground ¿¿¿loop¿¿¿ of pipe. Temperature in the ground is constant and when water circulates from the ground, into the heat pump, heat is extracted in the winter, cooling in the summer.

Any home with forced air heating or cooling can use this ground source heat pump system.

A production line system for a number of installations in a town could result in very low cost, maybe a couple thousand dollars per home. Grants could be sought or low-cost financing for homeowners, it may even be feasible for towns to finance this to help maintain the tax base of homes that are attractive to buyers. Electric utilities would be anxious to provide electricity at a bargain rate.

Our small town of Milan (170 houses) has at least 3 residential ground source heat pumps (with one more just outside town), and so does the church and the bank. Even better, they are all made in Appleton MN, only 8 miles away, using area skilled labor! They can also be tied into the domestic hot water system, lowering the cost of heating water. See also recent (April?) issue of Mother Earth News for extended discussion.

I think this is a great idea. The cost of our present heat sources Natural Gas, Propane, and electricity are only going to be more expensive as time goes forward. More should be done to use this type of heat source.
